Treasury


The Treasury Department is managed by the Finance Committee which comprises of 12 members and a meeting of the said Committee is held every month.

The main duties of the Finance Committee are as follows:-

  • To manage the funds of the Council.
  • To manage District Councils’ Assets and liabilities.
  • To allocate financial resources to village council and other Departments.
  • To manage stores, etc.
  • To devise ways and means of raising revenues.

The Finance Committee has the following delegated powers:

  1. Examination and approval of estimates of all Departments submitted by relevant committees and village councils.
  2. Preparation and approval of District Council Estimates.
  3. Approval of reallocations of funds from same vote of District Council and reallocation of funds for submission to the Ministry.
  4. Processing of applications for reallocation of funds for submission to the Ministry.
  5. Take cognizance of quarterly statement of Expenditure.
  6. Examination of requests from village councils and other Departments for Funds.
  7. Keeping of list of all economic operators and annual charges (Levies and Licences).
  8. Monitoring of all projects of a Capital or recurrent nature.
  9. Acquisition lease, and disposal of Council assets.
