Chairman's Message

MESSAGE FROM THE CHAIRMAN

My Dear Northeners,

I assumed in July last, with great humility, the Chairmanship of the Pamplemousses / Riviere-Du-Rempart District Council at a time when we are undergoing a very difficult situation. I am fully conscious of my heavy responsibilities especially, when , as a long Serving Councillor, i know very well your high expectations; and the general perception that the Pamplemousses / Riviere-Du-Rempart District Council is a slow pacing, innefficient and corrupt institution.

During my very first address as chairman, i commited myself to see to it that no rights suffer prejudice, no citizen remains unheard and no request however humble remains ignored. Over the years, as a Councilor, and now as Chairman, I priviledge and practice as open door policy. In fact, one of my very first initiatives has been the setting up of a "Proper Complaints Desk" with a hotline (Tel: 2669109).

In Spite of heavy financial constrainst, and the unfavourable perception, our Council can be proud of its achievements. All the regions within the Dictrict Council of Pamplemousses and Riviere-Du-Rempart have in some way or the other benefited from projects implemented - although minor, but as development is a continuous process, and people are in constant need of care and attention, we cannot afford to rest on our laurels.

It is my firm conviction that new generations have every right to expect us to ensure that they are able to contemplate, enjoy and preserve the diversity of life in its multiple and infinite facets. The Council is, that level of state which is the key to ensure the decisive involvement of people in the very important process of integration. In fact we can guarantee the participation of all our citizens in the beautiful adventure of building a better environment not only for those living north, but also for generations that have a right to enjoy it tommorrow.

In a recent, very comprehensive report on Management of Local Government in UK, Rad Cliffe Maud defined the purpose of Local Government action as human happiness: action taken by people for people. These words express my very own dream of a Local Authority.
